Yes. Pop or Keep works everywhere in Japan, including Kimobetsu and the rest of Hokkaido. Sign up with your email, add two photos, and you can enter your first Lineup.

Tap Enter Lineup. You'll get six people near Kimobetsu inside balloons. Pop down to three or four on looks, then down to two or three on dealbreakers. The survivors get 24 hours to stay in or pop themselves out, and the last balloon standing turns gold and opens a chat.

Yes. Entering a Lineup, matching and chatting are free. You must be 18 or older.

Yes. Your Lineup is built from people near where you are, so if you're visiting Kimobetsu, you'll see people from Kimobetsu and places like Rusutsu.
